Wintertime wasp yellow jackets

Why are there wasp yellow jackets (2 dozen) on my garage floor? None fly. Some dead, most lethargic, half inch in size. It's freezing temps, no heat.

Bees and wasps have a tough time of it in cold temperature. Mot likely what you are seeing is wasps with very little energy because they lack a food source and trying to move to generate heat. Most likely the wasps figured your garage would be a warm place to hang out in the winter and by the time they realized they picked the wrong over wintering site, it was too late.
