Pinus flexilis

My Pinus flexilis is about 4 yrs old and now is completely brown top to bottom... Does this mean it is dead? I have kept it watered. Please advise. I am in zone 4 so cannot fertilize now.

Did it just turn brown over the last couple weeks or had it been going down hill for the last few months? Some of these plants will actually have a brownish fall color to the needles but they should still be flexible and not dry and brittle. I would also check the buds in th tips of the branches to see if they are still firm or if they have turned brown and dry too. If they have, then it is dead. If they still look and feel like they have life in them, it may come back.
