My husband was helping me can quarts of yellow and green string beans and he forgot to put water in the canning jars and he processed them without water - will they be ok>

NO, water is the heating medium and the process is designed to have jars packed with brine/water. Without water the green beans will heat much more slowly and may not have received an adequate process. They should also not go back and reprocess the cans because the properties of the green beans may have changed which would result in slower heating and again an inadequate process. Throw out the green beans! Do not try to re-can!
