What is this plant - it was growing in our vegetable garden - about 10 feet tall - very strong aroma - I started sneezing violently after removing it. Reddish striped stems (woody) and tiny yellow flowers on top - soft, fern- like leaves.

This looks like Artemesia annua, often called 'Sweet Annie'. It is non-native from Asia which is sometimes grown as a fragrant herb. Each of those flowers will make seeds, so you probably will want to bag it up and get it out of your vegetable garden so it doesn't take over next year.
