My lawn has bare spots and weeds. What time of year should I plant grass seed and fertilize the lawn.

Assume that your lawn is primarily cool season grasses, such as turf type tall fescue and bluegrass, they best time to plant and to fertilize is during the fall. We would suggest a soil analysis to determine the nutrient needs and then fertilize to the soil test. Here is a great publication from Virginia Extension on Fall Lawn Care:
