I live in Osage county in question is can a person start crapmyrtles from cutting and seeds and if so when is the best time to do it.

Seeds of crapemyrtle germinate best if given a 30 to 45 day cold treatment before sowing. However, there has been success collecting seeds in winter (January), sowing them immediately, with germination taking place about 2 to 3 weeks later. Softwood cuttings and semi-hardwood cuttings root easily in about 3 to 4 weeks. Using a rooting hormone at the time of sticking cuttings will aid in success. Remember that some crapemyrtle cultivars have plant patens and it is illegal to propagate them. Be sure to check if there are any current plant patens on the varieties you are working with.
