We have Japanese Zelkova trees in our development. One is dropping significant foliage and a neighboring has started the same behavior. What could be causing this?j

It is not unusual for trees to drop leaves this time of year. We had a very wet spring and early summer and trees produced a large number of leaves. Even though it seems like we have had sufficient rain it has been fairly dry in August. Trees will drop the leaves they cannot support when it becomes dry.
