Blue Spruce Problems

This tree is approximately 27 years old. I just realized it has been in distress for many years. Needlecasting and branch die off. The bottom third is affected. Creeping upward. Is their anything i can do to save this tree? Should i cut it down.

Spruce trees of that age become susceptible to a fungal disease called Cytopspora canker. Here is a fact sheet on this disease:
