i am having a terrible time with flea beetles on my eggplant and peppers. Would it be wise of me to use a chemical insecticide this year to eliminate the infestation? I understand they will over-winter if I don't destroy all of the plant matter and I don't feel this is possible which I'm afraid will lead to a larger problem next year.

Flea beetles are usually more a problem on young plants. If plants are flowering, they can tolerate some damage. You do have the option of dusting the foliage with diatomaceous earth.
