Based on your photo it looks like the pear may have been subject to fire blight. The above variety is susceptible to this bacterial disease. If it progresses into the main branches and trunk, it can kill the tree. You'll need to prune off the infected ends-using the Ugly Stub method. The best control is selecting disease resistant varieties, pruning using the above method, and spraying a copper fungicide at the silver tip stage next spring.
