Blackberrie Fruit

I have a Blackberry Plant that has produced many Flowers both this year and last but the flowers dry up and do not set to Fruit. The Plant and It's shoots look very healthy.
Do I need to add something to help to "Set the Fruit"?

Is it in full sun?
Grown in the ground?
Feed often and properly?
Watered correctly?
Trained correctly?
Proper variety for this part of the state?

Remember, .the variety 'Natchez' was designated this year as a Texas Superstar plant release and has performed fabulous. Kiowa and Roseborough are excellent as well.
