I have a tree, Cornus Florida "Cherokee Brave" That had tiny red spots on the leaves [see picture]. What is this? Does this tree, just purchased, have a serious problem? What to do?

The leaves of your Cornus florida have a disease called Elsinoe corni. It is not too serious of a disease and is common in wet weather. In the fall rake up and dispose of the fallen leaves.
