None of the insects in your accompanying photographs are responsible for the holes in the leaves of your red twig dogwood. The nature of the holes suggests that the culprit may be old feeding damage and possibly caused by the red twig sawfly larva. You may still find some larvae on the underside of the leaves.
thanks! What were those other insects in the photos?
