vegetable garden mulch

Hello Master Gardening Team,

I have sown vegetable seeds and would like to know what would be a good mulch to use over the seeds to keep moisture in and also allow for the tender seedlings to push through? Also not treated with pre-emergent chemicals for weeds?
Shredded paper isn't our first choice for visual and neighborly reasons.
