The spring weather is variable indeed! I'd like to set out my tomato & green pepper seedlings in our garden as soon as possible since I'm eager to claim back their space in the house. When should I do this? We live in Bethesda, MD. The plants are currently about 6" tall or so. Thanks in advance.

Yes, the spring weather has been very variable. You should not consider planting your transplants outside until about the second week of May. Right now soil temperatures are too cold for tomatoes and peppers and there is still a danger of frost overnight in your area.
