Can I plant onions or peppers next to garlic?
Planted potatoes just before this last storm.
Should I do anything to the ground now or let it go and watch for my plants to pop up?

You can plant peppers and onions together, however, because you should have planted onions and garlic in the fall, and because when you harvest those crops, you harvest the root, I would not recommend it, as you would not want to distrub the soil or roots around peppers.
The Potatoes should be ok, but depending of the amount of snow cover, if the ground froze, there could be damage to the potato. Leave them for now, and see what happens.
