Residential concerns with water restrictions and fertilizer needed for lawns

What are the best times to water? water 2 times a smaller amount or one longer amount? How many times should you fertilize your grass with a large lawn and restrictions? Should you eliminate fertilizer? How will we know when we have reached our limit and will get fined or charged double for watering?
Thanks for advice on watering. I think we need some expert quidance in how to survive the drought without breaking the bank.
