By a small bush are you looking for something under or around 4 feet or around 10 or 15 feet?

With a western exposure, I might recommend the following under 4 feet:

Prunus besseyi - Pawnee Buttes Sand Cherry -- a Plant Select Plant with a height of 15-18 inches and a spread of 4-6 feet.

Chamaebatiaria millefoliium Fernbush - a Plant Select Plant which has a height of 3-5 feet and spread of 3-5 feet. This is a slow grower and needs no supplemental water once established. The leaves are fernlike and this has white flowers from mid-June into August. The flowers resemble single flowering rose flowers and bloom terminally.

Arctostaphylos x coloradoensis Panchito manzanita -- a Plant Select Plant which gets to a height of 10-15 inches and a spread of 12-24 inches. It takes moderate water until it is established and then is xeric. It flowers in the spring- February to April and has small urn-shaped flowers in panicles which are white to pale pink.
