polluted creek

Carter Creek runs through my property in Lacomb, Oregon. About the time we had our first hard rain of the season (before Christmas), it became polluted (upstream and in my own section) with a fecal-smelling orange sludge. It has not cleared yet (mid-Feb). What local organization can test and treat the water for pollutants?

There isn't an organization that will just test the water unless they determine there is and issue, and even then - you may be responsible for the testing. If you believe that the sludge orginated off your property from another landowner you can report that to the Oregon Department of Agriculture - Water Quality Division. http://www.oregon.gov/ODA/pages/pub_regs_water.aspx

If you want to have the water tested for normal levels in streams yourself - you may contact a private laboratory to determine what tests you want to run and how much they will cost.
