How can I get rid of a white scale that under magnifier looks like worms with silk over it?

These are probably the male tea scales. The brown ones are the females. Control is best at egg hatch. There are two ways to go. Sprays with Acephate, Flagship or Safari and ultra fine oil when crawlers appear. Two sprays at 10-14 day intervals. Repeat if floculant wax appears under leaves. Treat soil with merit granules and slightly work in and then water at buds begin to develop and repeat in six months. thorough coverage is essential spraying both sides of leaves. be sure its an ultra fine oil to reduce potential for phytotoxicity.
