Generally, roses west of the Cascades in Oregon and Washington are pruned in mid-February since the coldest weather is mostly over by then. Roses from nurseries could be planted at the same time if the planting bed has already been prepared and isn't totally waterlogged at that time. However, most of the planting is generally done in April and May just because soil conditions are drier and the planting beds are easier to work up.
