I am putting in new soil and mulch. Given our drought conditions, is this a good time to plant ground cover?

Hello,

As long as you're able to water in your new ground cover plants, yes, you can plant now. Be sure to water consistently for much of the season to get the plants established. Keep the soil moist, but not soggy.
