We are constructing a rock garden over what was once a garden pond. The pond liner has been removed and the four foot deep hole filled with washed sand. What material should be put on top of the washed sand before we place the rocks/ Surely plants can't just grow on washed sand, but we don't want to use a lot of black soil either as this will encourage weed growth. any suggestions would be appreciated. This is a huge project. 
If you are an experienced gardener, you could take it on with books from https://www.nargs.org/nargs-book-service or "Rock Gardening: Reimagining a Classic Style" or "Rock Gardening: Reimagining a New Tradition"
If you are a new gardener, I suggest you work with a landscape designer-their calendars and rates are more accessible in late summer.
