Whether or not you remove the rock is up to you. I would plant a ground cover, lamium is one that blooms all season, and there are others that will eventually be so thick that few weeds will grow. Another choice is hostas. If your area is full or partial sun, a hosta with a yellow tone to the leaves will survive. The dark green leaf hostas do best in full shade.
