Why is my Stowe Pillar pine needles brown? #881131

Location Boise.

 I have clay soil, and it is wet to moist all the time (checked with a water meter).  I don't water the pine trees.  My neighbor planted plants directly on the opposite side of the fence which is giving them water.

The biggest pine is 3 years old and the smaller ones were just planted this spring.  The nursery that planted the pines I don't believe mended the soil.

Needle tips are brown as well as the entire needle. Is this a water, heat, or disease issue?

It is possible that it is transplant shock on the smaller ones and could be overwatering also if the soil is constantly wet, or heat stress from the light reflecting off the vinyl fence. I can not tell for sure from the photos and would recommend that you call the local Ada County Extension Office at<personal data hidden> and they can provide local help.
