Hello Patrick,
Unfortunately, it is difficult to identify the growth from the picture. It could be new growth of the shrub which may happen if the buds were damaged in the spring by disease or frost and new growth appeared in the form of a witch’s broom, which is a proliferation of shoots that look like a bundle of twigs.
