Identify the type of growth on a shrup #881029

Wondering what kind of growth is on this unidentified shrub? This just happened this year. Notice that there is no foilage present in August. I wonder if it is some kind of fungus or spore growth?

Hello Patrick,

Unfortunately, it is difficult to identify the growth from the picture. It could be new growth of the shrub which may happen if the buds were damaged in the spring by disease or frost and new growth appeared in the form of a witch’s broom, which is a proliferation of shoots that look like a bundle of twigs.
