Advice for existing weed cloth/tarps #881014

I am managing the courtyard for our school. It looks like in several areas they have laid landscape cloth/ plastic tarps and then covered with mulch. These cloth and tarps are now deteriorating and intertwined with weeds and root systems. Should I prioritize removing all prior weed cloth and plastic tarps? Or just remove as we stumble upon it and have plans to plant/remulch? Or leave most of it there as to not germinate more weeds? What is the best practice? I did read the article on weed suppression and how to remove weed cloth or tarps before putting organic material on top. And hoping to mulch regularly to help manage this in the future. Thanks!

It would be ideal to remove as much of the weed barrier fabric as possible sooner rather than later, since the longer it stays in place, the more potential there will be for root tangling (with desirable plants) and weed establishment (for those that will be hard to dig out, if you avoid herbicide). Weeds can grow on top of weed barrier materials as soon as enough organic matter (decomposed mulch, windblown soil, etc.) accumulates on top of it, so its usefulness for long-term weed control is limited anyway. Granted, it will be a tedious, difficult task, to wrangle it out at this point, but any tree, shrub, and perennial roots in the area will benefit from its removal.
