What’s up with this cicada?

Cicadas progress through three stages: egg, nymph, and adult. The nymphs have an exterior covering called an exoskeleton. As a nymph grows, it emerges from its earlier exoskeleton and then grows a larger exoskeleton. Your picture shows an adult cicada just after it has emerged from its last nymph exoskeleton. See:
