Hi Dana,

Thank you for the pictures. After close examination of the leaves nothing  I see indicates  insect damage. There is no evidence of lilac blight or a fungus. If there are insects they most likely are  aphids or spider mites which are common insects on lilacs. For insects you spray the top and bottom of all the leaves with water and then spray the same way with an insecticidal soap or if you want to use an insecticide use a contact insecticide.

Because our weather has been so crazy let me review environmental factors that could be effecting the lilacs. Under watering and over watering can cause leaf curl. Always water at the base of the plant. Water when the top inch of soil is dry. Check by using the finger test. You push your finder into the soil a little more than the first knuckle and if the ground is dry, water.

Lilacs like stable temperatures and do not like drafts or big temperature swings, a small barrier that casts shade for a couple of hours and stops some of the wind would help. A building or paved driveway could be reflecting a lot of heat onto the lilacs causing the curl.

If I understand your rose bush question correctly you are looking for a non toxic treatment for the rose bush. Apply neem oil to the bush. The neem oil, insecticidal soap  and contact insecticide can be found at any well stocked garden store. Follow the directions closely on how to apply the products.

For more assistance go to https://ohioline.osu.edu and search under landscape for insects and roses. Your local OSU County Extension is located at 1115 Gilman Ave, Marietta, Ohio 45750, 740/376-7431 and they are very helpful.

There is a wonderful roses and insects presentation done by an OSU Professor Emeritus at https://mastergardener.osu.edu/sites/mgv/files/omce/RosePests_Shetlar2021.pdf  I think you would enjoy reading that.

I hope I have been helpful and not too chatty. Thank you for your time.

Sincerely,

Mike Heys, Franklin County Master Gardener
