How do I get my wheat tested for moisture, bugs and quality?

I was able to do a little more digging and it looks like the Wheat Marketing Center in Portland does the kind of testing you are interested in. Here is their website:

The tests that would be the best fit for your situation are Whole Kernel Moisture, FGIS Grade and FGIS Test Weight. The Grade test is based on factors such as insect damaged kernels and foreign material. This document provides more information:

You man need to call and ask if you want specific information about insects in the sample etc.
