Is this tulip scale? #880691

I have a young tulip tree that I believe has tulip scale. Can you confirm? And if so, what are my treatment options for this infected tree? I have another tulip tree, the same size and age, approximately 25 yards away that is NOT showing any signs of having the scale. Is there a preventative option for this tree? The bark of the tree is black. The grass underneath the tree is sooty looking. Nearly all of the branches have the scale on them. Thank you for any assistance you can offer.

Tulip trees, (Liriodendron tulipifera) are fast growing deciduous trees that prefer rich, well-drained soil and full sun. They are subject to many diseases and insect attacks. As the insects feed, they secrete a sticky substance called honeydew which attracts a sooty mold. The sooty mold covers everything in its path, plants, cars and decks. You can remove the soot with a strong spray from a garden hose.

Scale insects are attracted to trees that are stressed. Perhaps this tree is in a location that is causing it stress. Consider the conditions that it prefers with the location of your tree. Maybe moving it to a different location would work.
