Pin Oak bacteria #880674

Hello, I noticed some damage on the lower limbs of my Pinoak. After some Internet searching, it looks like it could be a bacteria. Is this something that I could send in for testing? What should I do?

As I'm sure you are aware, there are many diseases that attack oak trees.  The C. Wayne Ellett Plant and Pest Diagnostic Clinic (PPDC) is located in Wooster OH. Their website, https://ppdc.osu.edu, provides the necessary forms, list of fees and how to send a sample info.
If you're interested in finding a local arborist, also for a fee,  to assess your problem, you can find one through the website TreesAreGood.
