Hello Kaye,
Girdling this severe must be addressed by a certified arborist. Sometimes the roots involved can be notched or pruned to relieve the constricted areas without compromising the tree’s stability. This needs a cerified professional’s assessment.
To find certified arborists in your zip code, search here—

In future, be sure to plant trees at the correct depth (i.e. root collar is at soil level) and spread out any circling roots when transplanting to discourage girdling roots. I am including the tree owner’s manual that explains how to find the root collar( aka root flare) when transplanting a tree, should you need it. https://www.fs.usda.gov/Internet/FSE_DOCUMENTS/stelprdb5368392.pdf
