What’s on my Yellow Yarrow? #880571

When I went to cut back my yellow yarrow to promote more new blooms I noticed a lot of white cottony balls on stems, usually near leaves.  Can you tell if this is a fungus or left from some kind of bug.  Have dealt with lots of bugs/worms this year in my flowers and landscaping.  A lot of these seem to be midway to high up on the stems, if I would cut below them, would that eliminate them for now?

From the photos provided it does not look to be a type of fungus and resembles more of an egg sac from a bug. We are unable to identify specifically the bug responsible, but feel free to pinch them off as you come across them while you do your cuttings. 

The sneak peak of Yarrow blooms that you do have truly look great!
