honey locust fungus or other issue #880441

I have a honey locust tree that has a strange fungus or mushroom growing at the base.  It's very hard to the touch.  Some of the lower tree branches are not growing leaves and overall the tree does not look at full or healthy as it has in the past.  I'd love to know what it is and how to treat.  Our arborist didn't know what it was.
