This is a seedling Paulownia tomentosa, a very large tree, as you can see on the link. To quote the Oregon Landscape Plants link, “Escaped from cultivation and considered an invasive species.”
The trees seed readily and volunteers need to be removed by the roots as soon as possible when still small.
