Hi James,
This looks like septoria leaf spot of birch leaves. It is a fungal infection of the leaves that presents symptoms in wet, humid weather, which has been common in Michigan this summer.

Best to pick up and dispose of the fallen leaves in the trash, as they will produce spores that will fuel an infection in subsequent years.
Use of fungicides on the leaves next spring when they are emerging can help prevent infection. Use a copper based fungicide or one with active ingredient chlorothalonil. Spray leaves when they are emerging, and possibly once more when the leaves are fully emerged.
Always read and follow label directions when using a fungicide.
Thank you,
