I just noticed this white Webby cottony stuff growing on my grass this morning. Is it pythium? Is it dollar spot?

I think it is dollar spot. The second web page contains treament recommendations also. 

Can I drop off a sample at the U of M lab? Online it only talks about diseases in trees and plants. Is there information about law disease and how to take a sample?

However they are not doing turf grasses at the moment. BUT there is a link to Wisconsin turf lab. https://tdl.wisc.edu/
And it appears that the Wisconsin lab is a bit cheaper and takes online payments. Go to that site and look at "Submit a sample" and "homeowner" on top of the page.
