To save your tree, you will need to upright it without disturbing any roots or soil around it. Your tree may be too large to straighten upright:

Colorado blue spruce is very susceptible to diseases including needle cast disease caused by a fungus. It certainly looks like your tree is infected since it starts from the ground and moves up the spruce tree. I have had personal experience with this and have trimmed the tree from the base on up.
