I have a single lilac shrub that has completely defoliated itself as described in the attached intake form for no apparent reason. Is this because of the ridiculous hot, humid and wet weather we have had, and if yes, why is the nearby lilac completely normal? All branches are still green on the inside and not dead, but wondering if i should dig it up and remove it or give it until the spring to see what happens?

as long as there is good bud set for next year all should be fine. they are easy to see right now.
Sorry, but do you mean leaf buds along the branches? Or flower buds?

Those are lateral buds. No worries. If there is green tissue under the bark when you scrape with your fingernail there is still hope. I would leave the shrub as is until next spring to see if it buds out. If it does not, there was likely a root issue and it should be removed.
