It's most likely either giant hogweed or cow parsnip. This publication from Oregon.gov provides some information about how to distinguish the two: https://www.oregon.gov/oda/shared/documents/publications/weeds/gianthogweedlookalikes.pdf. If you decide to take a closer look, be sure not to touch the plant. Both can cause blisters and burns when they make contact with skin.
