This tree was cut back from the adjacent deck by HOA contractor. Do you think it will recover?

Most evergreens can't grow back from brown wood. 
They also tend to drop needles in areas that are shaded,(including the center branches).
The tree itself should be fine but it will look more attractive and less noticeable if the bare branches are pruned out.
