Asian Pear Rust spots #879655

My asian pear tree has rust color spots on the leaves. On the bark there are white spots with some long green moss and mustard colored lichen or lichen like. There are some dead branches too. Is my pear tree sick or needing more/less of something? what can I do to keep my tree in its best help. My partner I just moved to Eugene from Colorado plus we have never cared for fruit trees before. Any advice for general care of furor trees is also welcomed.
