Is this asters yellow or stress from splitting and transplanting, hot weather or no rain?

Based on this article, the conclusive proof would be presence of the leaf hopper that spreads the disease. 
You have listed other possible explanations, all of which seem logical to me.  The drought has been on and off for several  months. Dividing the plants during the heat of summer and the drought no doubt put stress and pressure on their recovery.  
The leaves look good to me in your photos. Sending you on a hunt for the leafhopper will be the next step.  Let me know if you need additional resources. If you want online information add “edu” or “extension” to your word search. If you want to be sure of a diagnosis you could submit a sample to the Wayne Ellett Plant Pathology lab. Find the site online and download the information for sending a sample. Aster yellows can be spread to many other kinds of plants so if it turns out to be that you would have to remove the infected plants.
