I can’t tell what it is from the picture.  The grass is in sharp focus but the blobs don’t have much detail. How widespread is it? 
You can try raking it out or blasting it with a hose. The plant disease clinic can identify it but there is a cost.

I appreciate your prompt response. The unusual growth is actually in focus. The area is about 100 square feet. It seems to disappears in dry weather and reappears in wet weather.  I am fairly experienced identifying lawn diseases, but have never  seen this. Could you possibly share the photo with colleagues to see if anyone can identify?
