Hydrangeas, strawberry, vanilla, not growing #879497

My well established strawberry vanilla hydrangeas are not growing anymore. Big leaf. They are approximately 8 to 10 years old. I have noticed over the last few years a decrease in blooming, but this year they have not grown except one. I will include a Pictures if I can. They are under eaves of the house in sandy Pine County soil. In the photos, the first plant is the most severe plant. It’s like it’s stunted and growth is about a foot and a half high maybe the last photo it’s almost 4 foot and a normal height for this time of the year.

Based upon what we can see in the photo, we think the plant might be showing the effects of herbicide drift.  Go here to see a reply to similar question:

Other factors which could account for the abnormal growth include mites, virus and aster yellows.

Although the plant appears to be healthy when it was four feet tall, some leaves are cupped and distorted, so whatever has damaged it might have been having an effect then.
