Magnolia/Blue Star Creeper. #879490

Hi, I'm writing with two questions about two separate issues. I'm located in Milwaukie and both plants are in neighborhoods with soils that have disturbed by development in the not-too-distant past. The first is about a mature magnolia tree that isn't thriving. While three other trees seem to be growing well with healthy canopies, one in particular just isn't putting on the leaves that it might otherwise. This has happened rather quickly, perhaps in the last year or so, and the tree is responding with heavy sucker growth at the base of the trunk. Do you have any thoughts as to what may be affecting it? The second question is with regard to a ground cover, Blue Star Creeper, that is doing well except for one portion that is under a crab apple tree and beside an English Laural hedge. I have read conflicting information that laural may or may not be allelopathic. Do you have thoughts on this matter? Could either one of these plants be suppressing the ground covers growth, or is it more likely that the canopy of the crab apple is preventing adequate rainfall from getting to the ground?
