I have an area appox 50'x 6' I would like to do grasses and wild flowers . I 'm not sure how to start this area has tall weeds at this point and I can cut it down but it would be hard to till. So I'm wondering if I should cut it this fall and possibly put dark plastic down till spring or just start early spring and do a landscape blanket of some sort

They may have grant funding to assist your project, and/or on site guidance to do it. I suggest you call them and discuss possibilities.

You could use a herbicide to kill the vegetation completely before planting. Here is a link about plants to support pollinators: https://extension.umn.edu/lawns-and-landscapes/flowers-pollinators

There are several local area native plant nurseries. We cannot endorse any particular business, but their seed combinations can be used. They also provide planting suggestions. 

Here is a link about dormant seeding in late fall. It does not have to be bee lawn seed. It could be mixed native grasses and flowers.
