I'm trying to get expert opinion on my pine tree to see if it needs water or fertilizer or fungicide treatment

Thank you for your question. This is a blue spruce, did it used to have another tree on the side? It does not seem to have a lot of branches which in the long term may be stressful for the tree. I'm not seeing signs from the picture of the tree having any signs of nutrient deficiency. What are you seeing that makes you think there is a fungal issue? 
We do have a Tree Team that can come take a look for $25, or I can chat with you on the phone for free. Do know, it is the county fair at the moment so I may be away from my office a little more than usual.
