Fragrant Sumac #879279

Good afternoon. We have what appears to be a healthy specimen of a fragrant sumac but it has not produced and flowers or dupes. We have had it for about three years. It is located on the south side of our house and gets direct sunlight during most of the day. It occupies a parcel of soil bordered by the House and a sidewalk. It has now spread approximately to ten feet by three feet. We lightly trim longer stems every year. Is there any way to stimulate flowers and dupes?

This web page mentions the need for male and female plants. Is it possible that your plants are all one gender?

One source says they have to be several years old to bloom. Yours might be slightly too young. 
Are the white sprays on top of the leaves attached to the leaves and therefore a disease or something else?
